Joe has devoted his career to the construction industry. Before becoming a lawyer, Joe learned the industry as a carpenter working for his father's construction company, and later as a Civil Engineer employed by the City of Los Angeles and then by a national design firm. As a lawyer, Joe's practice focuses on the structuring and drafting of complex infrastructure related transactions and on the litigation of construction-related disputes. Joe has significant experience negotiating and drafting complex infrastructure-related agreements. This experience includes providing counsel to clients on Public Private Partnership ("PPP") and Design-Build procurements. Joe also represents clients in transactions and disputes both domestically and internationally. Joe is experienced in both State and Federal courts as well as in arbitrations administered by bodies such as the American Arbitration Association, the International Chamber of Commerce, and the Dubai International Arbitration Center. Having previously served as Senior Corporate Counsel and Vice President of Legal for a NYSE-listed multinational engineering and design firm, Joe has developed additional expertise in counseling clients on a variety of issues related to the construction and government contracting industries.

Representative Transactional Engagements

Harding Street Scrubber Installation : Engagement involved the negotiation and drafting of a turn-key EPC contract for the delivery of a Gas Desulfurization Unit and Gypsum Dewatering Facility.

Kinder-Morgan CalNev Pipeline : Engagement involved the negotiation and drafting of an EPC agreement for a 300 mile jet-fuel pipeline running between Los Angeles and Las Vegas.

Southern Company - Flue Gas Desulfurization Unit : Engagement involved the negotiation and drafting of a turn-key EPC contract for the delivery of a Gas Desulfurization Unit including Stebbins Ceramic Lined mixing vessels.

Advatech Clean Air Technology Program : Engagement involved the negotiation and drafting of numerous Engineer, Procure, and Construct agreements for the installation of Flue Gas Desulfurization Units on coal-fired power plants owned by varying power producers including the Tennessee Valley Authority, Southern Company, and AES.

Alternative Energy - Solar Panel Installation - Long Beach Convention Center : Engagement involved the negotiation and drafting of an EPC agreement and subsequent transfer agreements for a solar panel installation at the Long Beach convention center.

Trans Bay Cable Remediation and Construction : Engagement involved the negotiation and drafting of a series of engineer, procure, and remediate contracts for an underwater power cable between Pittsburg, California and San Francisco, California, financed through a Public-Private-Partnership.

SR-22 : Engagement involved the negotiation and drafting of a design services agreement on a major design-build highway project in Southern California.

SR-183a : Engagement involved the negotiation and drafting of a design services agreement on a major design-build highway project in Texas.

Representative Litigation Engagements

California Department of Corrections v HSQ Technology : Engagement involved the representation of the State of California Department of Corrections in an arbitration administered by the Office of Administrative Hearings against a specialty contractor arising out of the design and installation of the security system for the State of California's prison in Corcoran, California.

County of Sonoma v Mark Diversified, et al : Engagement involved the representation of a concrete supplier in a multi-million dollar delay and impact arbitration under the rules of the American Arbitration Association arising out of the construction of the County of Sonoma's adult detention facility.

Arbitrations in the Matter of the Normandy Landfill Reclamation:

Socié Libanaise de Dé velopement et Ré construction ("Solidere" ) v Radian et al. : Engagement involved an arbitration before the International Chamber of Commerce with venue in Paris, France, and arose from contractual claims between the project owner and the prime contractor related to the remediation and redevelopment of a significant portion of the water-front in Beirut, Lebanon.

Societe Mouawad Edde v. Radian et al. : Engagement involved an arbitration before the International Chamber of Commerce with venue in Zurich, Switzerland, and arose from a subcontractor's alleged failure to perform pursuant to the technical specifications for the remediation of a reclaimed landfill in Beirut, Lebanon.

Arbitrations in the Matter of the Infinity Tower:

Marina Infinity Limited v Skidmore, Owings & Merrill LLP : Engagement involved an arbitration before the International Chamber of Commerce with venue in London, England, and arose from the failure of a diaphragm-slurry retaining wall during the construction of a seventy-five story residential tower in Dubai, UAE.

Cayan Investment and Development v Khatib & Alami : Engagement involved an arbitration before the Dubai International Arbitration Center with venue in Dubai, UAE, and arose from the failure of a diaphragm-slurry retaining wall during the construction of a seventy-five story residential tower in Dubai, UAE.

Cayan Investment and Development v Al Dhafra Piling Foundation Contracting Co : Engagement involved an ad hoc arbitration with venue in Dubai, UAE, and arose from the failure of a diaphragm-slurry retaining wall during the construction of a seventy-five story residential tower in Dubai, UAE.

Marina Infinity Limited v CBM Engineering : Engagement involved an ad hoc arbitration and arose from the failure of a diaphragm-slurry retaining wall during the construction of a seventy-five story residential tower in Dubai, UAE.
