Andrew represents clients in all aspects of the construction process,
from contract drafting and negotiation, through bid, construction, and dispute resolution processes. His experience includes representation of contractors and surety companies in construction and commercial matters in state and federal courts in California and Washington State up through jury verdict and post-trial motion practice. He has been involved in numerous types of surety and construction matters, including disputes over design-build projects, default terminations, performance disputes, payment issues, indemnity actions, and equitable subrogation claims. He has prosecuted and defended claims for delays, disruption, loss of productivity and other impacts on behalf of contractors and sureties. For surety clients, Andrew has also negotiated takeovers, tenders, and other completion arrangements. He has also prosecuted adversary proceedings and litigated in bankruptcy court.
Specific disputes include litigation of design, construction and surety issues on a large design-build jail project; defective waterproofing design and construction of a parking structure renovation; and construction management and design issues on a wastewater treatment plant, a city hall, a new public school, and a public golf course facility, among others.
